Ladder system for punishments

Instead of checking for a player that has been banned and doing it by hand i should change the format to a ladder system that automaticly guesses how long the player is going to be banned for.

The most important thing about this ban system is that the time of the punishment is based on the reason that the player got banned and the time they used to be banned for and a formula to calculate how long the next ban is

The ladder system is also used in, Ban-playing , mute, mute-voicechat , ban, or any other punishment that may be added

Notes: if player is banned an another ban happens make sure that the player gets confirm|Deny messege to aprove it
